The first flight of the itinerary was on CO (UA coded) before the rules came into force.
By 'before the rules came into force' are you saying that when she purchased her ticket, she was allowed 2 bags? If so, she should have been allowed 2 here. It is the rule in effect when she purchased her ticket which governs. Having said this, I believe UA's computer recognizes the date of purchase and baggage allowance and charges accordingly.
