Oh, there's a ton of reasons for that. For one, Carlson Wagonlit doesn't get your FF#'s when they book you so getting that entered into the system requires an additional step.
I guess it depends on the office you go to. My SATO/Carlson Wagonlit office asks me for my FF# and when I book using DTS there is a spot in the system for me to input my FF number. I think ignorance is the biggest reason military travelers don't sign up for accounts.
