Not only just cigarettes... as Singapore does not give any duty free allowances for cigarettes. So if you have ciggies in your bags, and you do not declare them, you will be fined.
These days with so many people buying wine and alcohol and then packing them in their suitcases, Singapore would also want to make sure that you don't have more than what you declared.
But one of the biggest things the customs are looking for are contraband and counterfeit DVDs, and software. With Malaysia and Thailand openly selling DVDs on night markets, many people just buy them there and bring them in. Singapore is the toughest place to be at if you are caught with such items as they can charge you as high as US$1000 per disc!
So don't bring the DVDs in if you can.
