Certainly makes sense, and makes a revenue stream if they make you check the unacceptably sized or weighted bag at the checkin counter, with the fees that would generate, rather than making you gate check, which has usually been free.
Good point. On a couple of occasions I've had a very heavy carry-on bag that I know I should have checked in but I didn't want to do so. I'm sure there are many others with overweight or oversized bags that would end up coughing up some money if they had to be checked in.
