Here's how I worked around it.
I plugged in the dates I was interested in, but instead of VCE - JFK, I used SFO - JFK. Then I scrolled down to choose a different city and plugged in VCE instead of SFO and voila'! It worked.
The problem seems to be the currency. Pay with Miles does not work in a foreign currency so you have to get it to convert to USD.
Hope this is clear so if someone else is having the same problem, they can try this solution.
