Welcome to Flyertalk and the BA Board...
You would be correct, that the upper deck of the 744 is not included in the "pay to reserve" scheme, and is, by default only available to pre-select by frequent fliers.
I suppose it depends, are you traveling alone? Is there a particular seat you would prefer? Obviously upper deck, but i.e. window, aisle etc...
