Not exactly.

Diners Club cards issued in Canada and USA are Mastercards and are accepted by Mastercard merchants worldwide.

Diners Club cards issued in all other countries are accepted only by Diners Club or Discover merchants. (This replaces a previous arrangement with Mastercard for merchants in Canada and USA only.)
