Scanning Bags on Arrival at SIN

Anyone know what's with the new scanning system on ARRIVAL at SIN. It WAS one of the friendliest airports in the world to arrive at but I have been told to join a queue and have all bags scanned after collection from the conveyor TWICE in the last 10 days. Each time delayed me by about 10 minutes due to Antipodean tourists ahead of me with masses of luggage.

1.What gives?
2.Is this ONLY for flights from Indonesia?
3.Are passengers selected randomly for screening and, if so, based upon what (My Armani suit and LV luggage didn't prevent it)?
4.Is this in all 3 Terminals?
5.What are they looking for?
