Yes, the MBNA cards (be it the affiliate cards with Amtrak or your almameter) are typically what you want to use when traveling overseas as they do not tack on the standard 2% foreign conversion charge. Other examples: Capital One, and Visa/MC cards issued by your local community bank or credit union.
