Isn't the limit (at least by phone) two forms of payment, not one ETC? I thought that if you had two ETCs that exceed the cost of the new ticket, then you could pay that way and get the residual as a new ETC. (There is then the phone ticketing fee to avoid, but if you were going to have to pay it anyway or have some reason it doesn't apply, then ...)
