You can buy them at many US airports and outlets. The few ones I had came with a suitcase I purchased in the States. They respond to a special key which overrides them and they release (yes, the number locks too). The problem is however that the henchmen the TSA hires abroad do quite obviously not have that key or don't like it. SYD has destroyed two my locks, FRA one. I don't employ them anymore.
