It's not over, blame has just been shifted. TSA is backing off of their heavy-handed requirement, instead changing it to the flight crew's discretion, thereby creating that lovely traveler's Catch-22 - TSA can claim it is only a "recommendation," while the airline will claim "due to TSA regulations."
