Yes, row 13 has more legroom than non-exit rows. Recline will be limited in row 13 (perhaps no recline at all in the window seats). Row 14 has normal recline. Window seats in both rows also have a small armrest attached to the aircraft rather than a normal armrest. I try to avoid the window seats in the exit rows for this reason.
