There was a promo posted in November that conflicts with the other Q1 2010 offers that is the reason so many cannot register for any of the offers. The code was 8599 as posted below:

Hopefully this will answer the "Why am I not eligible" question for most of you. Unfortunately, I believe this 3000 yen certificate will probably not do me any good here in the USA.
