Since dogs and machines don't care about being employed as part of a workfare program and don't vote as if their or their favorite's livelihood counted on the workfare programs continuing, it's understandable that this seems to be about people before dogs.

Seriously, your suggestion would make sense but the employment model of the TSA doesn't support it.
