This is indeed a ridiculous rule instituted by a lower level bureaucrat.
And the airlines follow like lemmings. Very sad.
They really are determined to make flying as painful as possible.
Hopefully, they will revise this in early January, when cooler heads prevail. (Do those exist inside TSA?)
