US embassies/consulates around the world receive notice from people who make all sorts of claims about applicants or potential applicants for visa and other services from the US government. A lot of the "warnings" are from people making outlandish claims that are rooted in personal vendettas against the person whom they think has applied or may be applying for a visa or some other service from the embassy/consulate.
You should see what people do when there is a child custody or other family dispute -- it even sometimes involves making false accusations about someone being a terrorist.
