So does that mean if I cannot check my bags through, I will have to clear immigration, get my checked bags (too big to carry-on), clear customs, make my way to the CO check in, and recheck my bags in the two hours I have for my connection?

It is looking like Cebu Pacific free baggage is 15 KG and 7KG for the carry-on, my bag weighed 27 KG and my laptop weighs a TON (high-end workstation) so I'm in for at least 15 KG overage (about USD $30) and and about USD $110 for the ticket. Can I make this connection in two hours I have? (I'd rather not)

Philippine Airlines Coach is about the same but I can interline the bags. Biz class free baggage is 30 KG at about USD $300 for a 90 minute flight.

I have not run the numbers for CX but interlining my bags looks like what I want to do.
