For example, your total allowance is 69kg in your example given, however, if you were to check in 10 items all weighing 6.9kg, yes, you would be in your weight, but the amount of manpower to shift the individual items would be more.
I fully see your point, but weight is not the deciding factor, although an important one.
Thinking about it, this is very similar to the lounge access rules. Somewhere there has to be a line drawn and even if it seems silly, I will have to tape two cases together to make them one item ^
