Each piece requires extra time/processing, just like heavier bags are more of a pain to shift around - seems reasonable to me tho of course understand having been burned myself. I was 4Kg over the limit and the agent suggested moving stuff from my case to my dr who-style overcoat (limitless pockets) so I did, I was surprised I wasn't stopped by customs as my coat was very obviously packed full of all sorts!
