Really? I honestly thought it just meant customs and still do -- immigration being separate. But I challenge that it should take an hour(as the above poster suggests) at SFO even for non-US citizens/residents, unless they arrive right after two 747's. SFO is one of the best major airports in the US to go through the formalities, IMO.
