I just stayed at the St. Louis Renaissance airport the Sunday before Thanksgiving and received voucher for appetizer in lounge and full breakfast. My experience has been that breakfast vouchers are provided when the concierge is closed on a weekday, but weekend vouchers depend on the property. Renaissance Tampa International Plaza-weekend vouchers (Continental), Kansas City airport and Overland Park Marriotts-no vouchers.
