No LCCs that I'm aware of from Tokyo.

Unless you have some kind of a weird award ticket, you should be able to connect through NRT to a place where LCCs are plentiful. KUL and SIN come to mind @:-) BKK is not far behind, but I don't believe any are actually based there.
