You can do data on a prepay account. Its pretty easy - iirc I did that my first couple months here. Just make sure you take your passport into the store to verify your ID.
When I went to a Three store in Manchester three months back to buy a pre paid USB modem for a visiting friend, they were still taking cash with no questions asked......
