It really seems like indecisiveness on the part of the captain (at the least-maybe others as well) caused them to delay simply offloading the bags when they should have and. After screwing that part up, seems it made more sense (less delay) to bring them back than to start the finding process then. Seems a clear initial mistake to me. After that, though, what they did probably makes the most sense, avoiding further delay.

I'm guessing that they'll say that it was the woman, and not their fault, even though poor decision making played a big role. Do report back what they say, weasel words and all
