Well, the article does give some clues, at least for the Diamonds:

...At Continental, about 20,000 travelers out of its 20 million frequent fliers qualify for the new uppermost tier.
This is 0.10% of all flyers on Continental.

...Delta, which has 75 million frequent-flier club members, says it has not calculated how many qualify for the Diamond level, but notes that its top 1,000 customers each fly over 300,000 miles a year.
If the math is similar at both airlines, then the number of Diamonds would be ~75,000
