yes there is a three tier system of sorts. just spoke to my friend last night.
1) if seatbelt sign stays on during flight due to chop, no hot beverages.
2) FA's can decide on their own to suspend part or all of service due to chop.
3) the captain orders the carts to be stowed and the FA's to be seated.
