I've been paying my bill online with them for years, and never has a problem with their site. I paid it online yesterday, (with my Starwood Amex for the first time!)
No, the website is NOT DOWN. When trying to pay with credit card, this message comes up after clicking the "pay bill" link:
Our online One Time payment service is momentarily unavailable.
You can however make a payment using our automated phone service by calling our toll free number 1-800-DIAL-DWP
