Canadian prices for rtw product

Canada has legislation that prevents this "Higher Converted Cost" rule being applied to fares puchased from Canadian TA's.

Here's the rule: (http://www.oneworld.com/content/libr...rule_sheet.pdf)

Let me see if I am correct, regardless of which country my rtw ticket originates in I will have to pay the Canadian prices.
However if I have AA issue the ticket, this rule will not apply. Am I correct? Which currency will AA bill me, USD or CAD? Everytime I have purchased AA tickets (from AA) I have been billed in CAD.
