The fare class ('Tourist' I'd imagine) claims I should receive 100% status miles...yet the request to Aeroplan has met with stunned silence...

Are you sure the fare codes were the same in each direction? Could be you had a lower fare on the outbound, thus 50% mileage credit (and likely as the JAZZ flight you mentioned was in Tango class), than on the return and intra-European flights. This often happens as the web booking engine will default to the lowest fare bucket available in each direction, and these could be quite different.
