Generally, not. Exceptions could be granted in cases of trips in vain, trip cancellations due to weather or mechanical issues, etc. Otherwise, it's usually $150 for the first traveler and a smaller amount for others "paid for" with the same miles source and on the same trip. I suspect it is documented in, or via a link from, the FAQ.
