I don't doubt you've had it happen- which is why I mentioned exceptions. There certainly have not been widespread reports of this being anything close to policy. The FAQ above mentions changes within 24 hours, but explicitly includes cancellations.

If this is policy, it is new and, personally, I'm wary of believing anything this different from a single report.
