If that's the case, then the new rule would have affected no one other than those 631 planes. How is this "taking it out on the rest of the traveling public"?

I think making a hundred planes go back to the gate instead of taking off at 3:15 is much better than having one planeload of pax boxed up for 9 hours like at RST.
If the impact is only 631 planes you are probably right However, if 631 planes waited for over 3 hours, there are probably tousands planes that waited over 2 hours. In reality most of these would be pulled back to the gate, as a result you are likely to see many more delays which will leads to many tousands of cancellations.
