631 instances of what? Planes sitting on the tarmac for over 3 hours? (Source?)

If that's the case, then the new rule would have affected no one other than those 631 planes. How is this "taking it out on the rest of the traveling public"?

I think making a hundred planes go back to the gate instead of taking off at 3:15 is much better than having one planeload of pax boxed up for 9 hours like at RST.
