I believe that's put in there so that people don't game EUA or VDB. I can see someone (
technically) buying 10x full-Y to play with EUAs or VDBs.
As long as you limit yourself to one tix per flight per class-of-service, and the person is willing to play within the rules of the fare, I don't see any technical issues.
