Global Entry is only available for US citizens and residents (which I assume to be Green Card Holders) when I checked earlier in the year. I just checked the website and it now mentions "citizens of other countries". I suspect it is the Dutch as they have an agreement on the Privium program
Individuals who are 14 years of age and older who are U.S. citizens, U.S. nationals, U.S. Lawful Permanent Residents, or citizens of certain other countries.

I just called the Global Entry enrollment in MIA (numbers listed in the Global Entry website). They said it is only for US Citizens, Residents and Dutch Citizens. Canadians enrolled in NEXUS are not permitted to join Global Entry. Bummer since I travel to Europe / Asia on UA via a US gateway. SFO there is never a line up for non-citizens. In ORD -- it hit or miss depending on the time of day I arrive.
