Why Whanganui / Wanganui to Taupo is odd?

I've been asked to elaborate on why Whanganui to Taupo is such an odd route.

Both Whanganui and Taupo are small towns. Even including the surrounding rural areas each has only 30,000 people. There are no major cities near either town.

The flight time between these towns is about 20 minutes. By road it takes about 3.5 hours.

Taupo is part of the Rotorua-Taupo region - of high interest to tourists.
Whanganui is off the tourist trail, is a rural service centre and has main claim to "fame" as having outlawed gang patches.

Thus, there is not expected to be much demand for a flight between these airports.
