I was in the same boat earlier today and I randomly was getting the system is down message (which was probably a lie). Sometimes I kept calling back and eventually got through.

I seemed to have better luck (shhh) if you say it's an international flight 100% success rate with that one and just tell them "oops" when you get through. They can still help you.
