Echoing the comments of others, they clear almost all of the time, in my experience. I have probably had 20 or more flights waitlisted in the last 3-4 years (BOS-LHR, JFK-LHR, DFW-LHR, and ORD-LHR), and all but 2 cleared. The two that didn't clear were on flights in busy holiday periods.
