To put this into perspective, this means that SEA has more Canada flights than YWG and YHZ has US flights (both of which have pre-clearance facilities). The main question is if SEA were to have a pre-clearance facility, where would you put it? The S-satellite would be the only option and the planes doing trans-oceanic flights do a good job of hogging space already. USCPB pre-clearance airports in Canada, in general do not have that problem as nearly all are on narrow-bodies, RJs and turbo-props.
