Interesting... I'd have told them that I wanted the walk before the long journey and enforced sitting on the plane.
But to the main point: I'm sure that some people use the buggies/cart who strictly don't need to, but you can't always tell if a person is disabled just by looking at them. They could have joint or heart or respiratory problems that mean that they are unable to walk long distances even though they might appear quite spritely when walking slowly or for a short distance. Probably wise not to make judgements in most individual cases, I guess.
