It's a tourist tax. Really, what do the number of days you have the car have to do with the money collected to wash it? Do they wash it twice if you have it two days? And for $10,000 a month they are keeping, well even in ten years they will only have 1.2 million, and that's probably no where near what another parking deck will cost.
