What a bunch of BS. They are going to pay for their future needs, perhaps a parking deck, that they will also charge a ridiculous amount of money for people to park at.
I never saw a Hertz airport location that didn't run it's own wash. I guess this is just another way for airports to justify a fee by performing something that the rental car companies would have normally done on their own (e.g. Transportation to/from terminal but now replaced with consolidated facilities).
