Be careful with this one. The Miami Airport Hertz tried to use this as one of several excuses for attempting to charge me the underage fee. I said, no, that's a change in rate, not a change in government taxes and fees.
Technically, it is a fee and not a change in rate. I know they are running several promotions to reduce and/or eliminate underage charges but it is buried in the website that the minimum age to rent is 25. I'm not trying to argue with you about them using that "line" on customers but an underage charge is not a change in rate.
