The key point is that there is a "book" the GA is supposed to use; it's not unconditionally up to the GA to decide who gets opped-up. To restate my question slightly, when it comes to deciding who to op-up, is the GA "supposed" to put a 1K on an XC ticket after all other paid fares, or only after all other paid 1Ks?
