I'd sign up in a heartbeat if that's the case. My toll usage is always in a rental car - I really don't care if The Man is tracking where I go. I've never taken a rental car into a country that voids my rental agreement and I don't plan to. (In some places, this requires asking for a certain make/model of rental car, which I do.)
Apparently, inter-operability is coming, and may be already here.

As I look at their website, Avis doesn't seem to be offering this EZ-Go system yet, but they will certainly rent you a car with the transponder you'll need for the area you're renting in. You don't need to have your own transponder if you're just renting cars anyway, since the big car rental companies will provide them in the car (either for free or for a small charge, which is well worth it given the time savings).
