While I don't know the answer to the points question, I find it insane that hotels will charge $100 for a pet fee. I often tell friends who travel with their pets to google

name of town they are going to
dog or cat
show

so for example

White Plains Cat Show

That will usually bring up some cat or dog show in the town, and on the entry page it will usually list the hotel the show has a discount with, in this example:

SHOW HOTEL
The official show hotel will be the Hampton Inn at 201 Tarrytown Rd (also called Main St.), Elmsford, NY, 914-592-5680. The room rate will be $109 blah blah blah

which helps to identify the pet friendly hotels that don't charge you a fortune to cover the smoke detector with a plastic cover and set off a couple flea bomb canisters once you leave.
