If you use AAdvantage to book BA miles, you will not be charged any fuel surcharges. But if you book using BA miles, you will be charged fuel surcharges on any of its partner airlines - which will include AA on some routes, and of course it includes BA.
Even on Alaska Airlines' programme, you will be charged fuel surcharges on BA award flights. But only that. You are quite exempt on Fuel Surcharges on Alaska's other partners.
I am confused by your post.
My understanding is, using BA miles to book partner award flights, the fuel surcharge is much lower than book BA's own flights.
