I would have no hesitation asking someone to move their stuff so I could sit down. I have done that on trains many times.
Once, when I was travelling coach class between New York and LA the women next to me had placed her laptop under the seat in front of me. I offered to put it in the overhead bin for her. She refused my kind offer so I just handed her the laptop and told her to work out where to put it.
