I know this is the EVA Air policy when they first started flying (only hire foreign pilots) and that got them in trouble when they try to promote themselves as "Taiwan First" airline. Their reason was Taiwan doesn't have good Chinese pilots yet and they are retraining native Chinese pilots from the ground up (a shot at China Airlines who hires ex-Air Force pilots as their pilots)
Any of you flew with a CX Chinese pilot at the helm?
CX runs a cadet program for some years, sending people to ADL for training. It's only time for these Hong Kong-er to promote from Second Officer all the way to Captin.
